Winter E-News 2010: Environmental Impact of Northwind Village Condo Project a Concern

On October 28th, I testified in opposition to a 128-unit condominium project known as Northwind Village. The project is proposed for a 17-acre parcel of land located in the Town of Southold on Route 48, just east of Chapel Lane near Greenport.

The most reported and distinctive feature of the application is a request to incorporate the parcel into the Village of Greenport. Both Southold Town and Greenport Village must approve this annexation. If either municipality denies the request, the project as proposed will not be approved.

Because of the size and scale of the proposed development, the applicant was required by law to produce a Draft Environmental Impact Statement (DEIS), a thorough study that identifies potential negative impacts and offers means and alternatives to avoid them.

After reviewing the DEIS, the Group voiced strong concern over 4 acres of vital wetlands located on the parcel. These wetlands play an integral role in the Moore’s Drain system, which eventually feeds into Peconic Bay. Additionally, according to the DEIS, groundwater has been found only five feet below the surface in some areas of the site. These factors, and the fact that the parcel is included on the Town of Southold's list of priority parcels for preservation, demonstrate the ecological fragility and importance of this piece of land.

Other concerns raised include: the potential impact of sanitary waste on ground and surface waters, loss of valuable plant and wildlife habitat, traffic generation, and excessive density. Alarmingly, the DEIS neglected to address any of these potential negative impacts. The Group strongly recommends that the applicant decrease the project density, increase natural buffers surrounding the wetlands, propose alternative site designs and the reduce impervious surfaces that cause stormwater runoff.

A Final Environmental Impact Statement (FEIS) will be produced and should consider all of the public comments on the DEIS. There will be additional opportunity for the public to raise concerns when this document is released. What You Can Do:

Please contact Supervisor Russell & Members of the Southold Town Board to express your concerns about the Northwind Village application. The following language can be inserted into your letter:

Dear Supervisor Russell & Members of the Town Board,

I am writing to you with concern regarding the potential negative environmental impacts of the Northwind Village project. The project's proposed 128-units represent an inappropriate magnitude of development for the parcel and this development could put the health of our ground and surface waters at risk. Specifically, I ask that you deny the annexation of the property to Greenport Village and require mitigation measures be taken for any potential negative environmental impacts that the development may have on the parcel and surrounding community. Please continue working to ensure the protection of our valuable natural resources.
